ASP.NET 3.1 support

On December 3, 2019, the release of the version of the .NET Core 3.1 framework was released

This is just a small set of fixes and improvements over .NET Core 3.0.
The most important feature is that .NET Core 3.1 is a long-term supported (LTS) release and will be supported for three years.

And today, December 4th, our hosting is ready to support sites on ASP.NET Core 3.1.
